I think you should allow $5 for this time. If she had paid rent earlier couple of times you can be a bit lenient for the time being.

Not sure it is happening in the Bronx area. We have not encountered this issue till now. 

I see there is a centralized air conditioner system over the false roof, is it? There may be a leakage so the stains. The affected areas should be completely dismantled and rebuild. The wood structure needs to be examined for the quality used. The closest issue looks the same issue.

My personal thoughts goes with @Jeff S. It is better you do a test before handing over to the residents for your peace of mind.

There is no such definition of "lower end". It is defined and bounded by the living standard of the place you want to deal. So we need to study that first. 

Appreciation is not to be considered while doing a deal, its a bonus.
