The spread is huge but the $90k guy will probably take 6 to 9 months of he can complete it at all and probably be $20k over budget and priced it for inferior box store products. The $135k guy might be high or he might be realistic and using high end products. Really, no one here can give you a good answer because even after knowing where you are, we dont know the scope of work at all. I can price the same kitchen with that much spread just with high end cabinets, stone and tile compared to Home Depot crap. Get more prices and do a ton of research on the builders, check prior jobs and their references. I know of a builder by me that gets double what we charge for the exact same bathroom because of their reputation and being such a large company.

There are thousands of banks in the country and a handful are global scumbags. That is like saying all people are horrible and cant be trusted because of the ones that commit crimes.

Contact the licensing board in NY. As long as you have a contract they will threaten to pull his license which might be enough to get him to do the work. However, you already gave him money that he spent and does not have to pay for the materials on your job. If he is an LLC or Corp he will probably just declare bankruptcy, start a new company and do this to more people. It is unfortunately very common with scammers

Yes, the gap on the edges is required and it depends on what kind of floor it is how much of a gap is needed. I usually do 1/4. That is a sizeable project and with the learning curve, installing the floor, installing the baseboard and painting the baseboard, it will probably take you a solid 60hrs to complete the work. Best case I could see would be 40hrs if you blow through it but I wouldn't plan on that.

How many square feet? What are you going to do about the baseboard trim? Butt to it and put a 1/4 round moulding over the edge of the floor? How many walls, cabinets, etc do you have to cut around?

Are emotional support animals the same legally as service animals? I know they're not covered under most laws as they're just untrained dogs that anyone writes up a BS cert saying they're necessary, but I don't know the laws as far as tenants go

Are they painting them before they're installed, after they're installed or not at all? Do the units already have the trim installed? Are they ordered to fit the openings exactly? $200 is fine if that is with full trim installed and painted IMO

The inspector will follow up on the property, make them gut the bathroom to check everything and they're going to sue you and win to do it over again because you didn't disclose to them what was going on before they signed papers

FYI if you plan use a site like Home Advisor, they charge each contractor a sizable fee (usually 4 companies) to get your info. So if you do that, it would be good karma if you used one of them. Most people use the sites to get ballpark numbers and never use them, which is killing the contractor on those sites and will eventually lead to those sites shutting down (Angie's List already was sold for a massive loss to HA)
