Many States that license home inspectors do not allow partial home inspections.  The inspector must perform a home inspection to the State’s SOP.

You stated that “after a few months”. How many exactly?  A lot can happen in a few months. Storms, hail, snow, high winds, tree branches in contact with the roof, not to mention tree branches falling on the roof and tenants climbing on the roofs.

Maybe the inspector missed it but maybe the roofer is looking for a payday.

The City of Cleveland (proper) does not require a POS.

Some of the suburbs of Cleveland may require a POS.

The City of Cleveland proper does not perform Point of Sale Inspections.  However, the City of Cleveland requires Lead based paint clearance inspections on rental properties.  Some of the suburbs do require a POS inspection.
