blah blah blah - I do not read the hyperbole I only look at the price, pictures, location, potential value to determine if I spend more then 10 seconds on it.

I live in snow ski country. Ski rental info is always welcome if you go that direction. Trends for the resort in rental duration and rental cost, renters place of origin (in State , out of state or abroad?). 

We had a similar issue (not septic) where we were approved by one county agent and then it was revoked by another. It was a huge time consuming mess. We resolved the issue by arraigning a meeting with the county supervisor, the contractor, and us. We finally got the plans red-lined, signed and approved. Since it was political and they have the power, we had to play nice. Good luck

The Board of Directors of a Condo Association for individually owned condos, is drafting a policy to require any activity they consider renovations, to be approved by the BoD and any violation of that approval process is punishable by fines. 

I understand the need to protect HOA common property (outside of firewall) and other homeowners rights. I agree this policy has applications for major renovations, when using contractors (foot traffic, noise) , heavy material and equipment transfers and the potential for environmental and HOA property wear and tear.

However, I think the policy should not apply to minor renovations that do not effect HOA property and other homeowners. What is inside the units is private property.

Is the HOA overreaching in this case ? Is the HOA themselves mistakenly assuming liability as an adjunct agent for the county as they want to have a say in homeowners projects that might or not need to be permitted and inspected ?

Interesting potential. I almost took a historic house project a while back and a few things I had to address besides all of the other input posted here was...

Check to see if the home is in a historic preservation zone and has associated requirements ? My home did, so we had to follow certain architectural standards.  Septic or if sewer is it cast iron ? My sewer was cast iron and needed to be replaced $$

Since my project was to make significant changes to the home and lot the city told us we needed to comply with new zoning restrictions such as add sidewalk$, street side tree$, and so on.

Not enough information to voice an opinion, but a few things I personally would need to know before I would make a decision on a similar property are - what is the market trend for that block ? will rent be high and consistent enough to meet my 15% ROI minimum ? how much competition for rentals in that area ? Is 20k in repairs all it really needs or should I get a second or third estimate ?

Exactly. About 99% of WS deals I see are not "deals". Experts in the industry learn to filter out the noise and spend very little to zero time on these and accept the noise as part of doing business.
