I think a system where people sees opportunities can go ahead with it even though not having funds. It should be possible for people without funds but has the brain to partner and also earn disent profit themself.

The challenge are to give good enough profit %, also the finder should not have any risk involved another presenting the project for you. If you and investors find the project worth, you take the risk and finder receives commission accordingly to agreement i.e when profit starts to turn up.
