I have never heard of the utility company taking responsibility for frozen water pipes.  Have you spoken to the utility company yourself to make sure??  Call the utility company and make sure someone place an order to have the utilities transferred when the tenant moved out of the property.

2. Vacancy rate is such an abstract concept.  It depends on where the property is located, quality of the rehab, size/amenities, and PRICE.  If all four of those items are in line with one another, then it takes on average 18 days to rent a property.  We also own a leasing company that finds potential tenants for several landlords in the Indianapolis area.  The data from our leasing website calculates the average of 18 days.

If you decide to evict, then just remember the cost to make rent ready (turn), vacancy, and any leasing fees you may be charged.  I would not evict if the tenants are good payers and have little to no maintenance calls.
