Hiring expeditors seems to be the right approach from what I know. I too am selling a duplex of a home owner that also is missing its variance. The house is laid out the same as you explained as well as there are records of the home previously being a multifamily. I reached out to an architect that is familiar with the process & he said it could take up to 6 months.

My advise to you as the buyer is that the purchase price should reflect the 6 months you'll have to wait to legally rent out both units.

I haven't heard of those companies but some youtube searching can help add some nuance to the thinking. I've kept a list of vendors like these from managing my properties & being a realtor. What kind of maintenance work are you looking to get done?

@Rene Hosman is correct. Title should be handling that. I haven't heard of inheritance tax liens effecting a new buyer though. That should fall on the seller either way. What will happen is it'll be deducted from the seller's take away at settlement.
