Having grown up in Lake Arrowhead I can share some facts with you.  One - Arrowhead Villas and San Bernardino County (unincorporated areas) require a minimum of 5,000 SF lot to build on. Many of these lots from Crestline to Arrowbear and everything in between, that are smaller than 5,000 SF were originally cut up to be camping lots years ago. Times have changed, some of the lots have been gifted to children, etc., and once after they figure out that building on these is nearly impossible to build unless you assemble a few lots together, they try to sell or eventually let the land go to a tax sale auction due to failure to pay the property tax. 

Then the circle continues at the auction with folks picking up the lots and trying to resell them on the open market for a profit.

Yes, if you request it, it should be granted to you provided that the agent and seller have completed it.

Hi Ryan,  You should be able to contact the local county assessors office regarding this matter.  If you feel the property taxes are too high or need to be adjusted downward you can file a property tax appeals claim.

An appraiser should be able to dig up some relevant sales comps for you if you only doing a rate an term refinance.  If you are seeking a cash out refinance, obviously the higher the value the better and an appraiser will look to Redlands sales comps for 2-4 unit multifamily which helps you.  With being residential, the income approach doesn't help you to much since you are subject to the sales comps within the region of 2-4 units.

A good sales comp for you (although older comp August 2019) would be 12669 Serrano Dr. Yucaipa, CA.  3 detached 3/2 units with garages and gross income ± 54,000 at time of sale.

Unfortunately I'm not aware of anything reasonable south of the Hwy.
