best thing to do in your case is contact a local broker to get a feel on colchester rental market. But i would consider it to be slow on  the buy and sell side.

if the numbers work you have a deal sir. rocky hill, newington and weathersfield are prime neighborhoods.

unless this property is in a hot area, I would pass. Make a offer where both party can see reasonable and your numbers work for you and leave it at that. In the future if they need help getting out of the house tell them they can inform the bank that you will be speaking on their behalf to negotiate a short.

it does not sound like a deal that make sense, unless the seller are willing to short sale and still bank has the say on bottom line number. We need numbers on this transaction to give feedback.

you need to market the contract to local investors. Find your local REIA or network with some local brokers. post the deal on Biggerpockets.

Find a local real estate attorney and make an appointment for him to draw up a contract for you. Most attorney have dealt with your needs before so it's tailored to your needs and to protect you. Most attorney have templates on hand.

keep it simple for now pull a list of probates for your area. See how many hits you get and mail to all or do 300-1000, Probates cost more than other list. All depends on your budget and the amount of mail you want to send out. But ask your buyer whats their criteria on properties and use that.
