I would imagine the 110-140 for new construction with foundation, new framing, roof etc., but curious if is that what you are seeing for rehab?

Great points, Victoria. I think it would help in your points 1 and 2 if they could be expanded by analysis of labor market and its trends which would lead into supply and demand analysis. 

Wonder what the largest employers are doing - are they in a hiring freeze/laying off people? What are they doing with contractors, etc...

Thanks, David, yes, that is my suspicion that I would need underpinnings. I am meeting an engineer next week to see what exactly is needed.  I am in no rush, so 90 days is no issues. But thanks for the response, it is definitely informational to hear other people's experiences.

Plan to order a structural engineering study to determine if the house has sufficient foundation to add a couple rooms above the back. 

I am assuming (happy to be corrected) that I would need to break it into several phases: structural study, possible strengthening of foundation, architectural drawings for additions on top of the back, and then permits and construction.

With that I have a couple questions:

1. What is the range of underpinnings installed for a 60 linear ft (for simplicity 20+20+20)?

2. How long will the structural report be valid for? Can I refer to it in 2 years, 3 years, once I am ready to proceed with the works?

Appreciate both direct answers and general pointers/advice on how to minimize the errors.

Mauricio, I am not an expert, but I am not sure that there is a minimum width requirement, as long as the zoning is RM-1 already. And if it is not RM1 - you would need to go through zoning variance, for which you would need to prove hardship and need to convert to RM1. Obviously would be helpful if there are other multifamilies on the block already.
