State of Montana has vaccination status as a protected class for discrimination. Look up House Bill 702

I'd recommend them completing their own PL statement. Seller probably isn't very motivated to sell. Ask for their bank statements or leases to verify the rents and security deposits. Will definitely need to get a signed estopel between the current owner/ PM & tenants to verify their numbers. 

Ask for maintenance records, which they probably won't have. Ask for their schedule E on their taxes, that'll show their maintenance. Ask for copies of utility bills, lawn care, snow removal, etc. 

Your relationship with your lender will determine what they need to trust you.

You will have to abide by the current lease for 1 month, just notify them of how/ who to pay.  You can give them a 30 day notice that they'll transition to your new lease in 1 month or 2 months. Might be worth waiting to increase rents until Spring and doing some general renovations to show them that you care about the place.

Go talk to commercial building owners and store managers within a few 100 yards, see if anyone needs additional parking space. Post online. Maybe could post on loopnet? Might be too small.

With all due respect, if you're paying them for basic handyman item jobs - are you skilled to complete those yourself?  If not, then you may struggle to realistically pick out the proper materials, consumables, and tools for those jobs. Maybe I misunderstand your comment and your first time hiring out the work, not doing a rehab.  

I think the real question is do you want to pay them for their time shopping?

It's not a great cash flowing rental, I'd probably sell it.  With the increase in price you'll be able to pay realtor fees, short term capitol gains and most importantly not lose money.  If you were making $1000 per month after maint, utilities, then probably worth keeping it.
