I think there is an argument to be made that the Bay Area will continue to appreciate, and if you want to invest for capital appreciation it may make sense.  As far as generating cash flow, you clearly have to go outside the Bay Area, and most likely out of state.

I bought a rental property through a turnkey provider that addresses all major capex issues: new roof, new water heater, new ac unit, etc. Also, we got the tenant on a 2 year lease. Given these two items it doesn't seem like apples to apples to pencil out my return by assuming 10% for capex and 10% for vacancy like I would if I was to buy a property that needed work on my own. Do you agree? Ether way, what should my assumptions for capex and vacancy be in this type of scenario?

I am starting to invest through a turn key. My first purchase was for 131k in Memphis. If I assume my costs are the mortgage, 10% vacancy, 10% for maintenance, homeowners insurance, prop taxes, property management my monthly cost comes out to 843/month. My rent is 945 net of the property management fee. I am not factoring in Capex because the home was newly remodeled. 102/month. I put down 35k, so the return is not great. Given how much the costs are outside of the mortgage it seems very hard to find high cash flow in areas that are not war zone centric.

 I also live in a high cost area, so my question is if you don't use a turn key how would one go about finding these deals out of state?

Does anyone have a recommendation to a hard money lender that you have lent money to in order to earn interest?  What typical returns have you seen, and what questions do you recommend asking to vet out the deals?
