Welcome to BP.  I recommend start with listening to as many of the BP podcasts as you can.  I would read the beginner's guide that you can get from here also.

There are Meet ups and REI clubs in St. Louis. If you have time, come out to a few of those and network. You may be able to find a mentor to help you along.

Once you get an idea of what part of REI you want to start with then you can do a deeper dive into those areas.

Then as @Brandon Turner always says...take action.

Welcome to BP!  I am from Belleville area.  I have been investing since the start of the year and I have to agree with what they are all saying above.  I would start reading the beginner guide and download as many podcasts as you can.  I recommend picking just one strategy to start and take action.

Brandon and Josh have provided gray advise. I would add that finding a mentor is invaluable. That way the mistakes you most likely will make will be smaller, less costly, and easier to resolve. Good luck

Welcome. This is a great forum for information. Check out the webinars. I recommend finding a mentor who can be a sounding board. It has been invaluable in my journey. Which only started this year.

The 10% for vacancies, repairs, etc is good but also need to handle cap ex. It will happen plus property taxes. I did not see that listed. As for strategy, I would build your reserve then option 3. It helps to diversify to reduce risk. Good luck
I recommend checking for local REI groups and or meetups in your area. You can find a mentor to help reduce the fear of taking action Good luck and hope to see more posts about your successes
