 Very easy in the D. Just setup another door with a vestibule wether it’s indoor with existing or outdoor( like a deck with an entrance ) 

Setup another electrical panel and line going out. Contact DTE energy to setup another meter. 

Slap another mailbox with additional unit number and you’re good to go. 

In other cities it’s a bit more challenging but in Detroit it’s pretty easy.

 People eventually get caught, In Detroit we didn't have a meth problem for as long as I can remember. For the past year or so people have been getting busted experimenting and trying to bring it in the city but when you're in the green light district they get caught fairly quick and go far away.

All you have to do is go downtown (Coleman Young Center) or send someone with written authorization on your behalf ( to the assessors office ) and sit there with them for about an hour or Two or three until your issue is resolved. This is the only way I Have been able to get any of my issues resolved in the D.

If it is near the vicinity of Dearborn Heights You shouldn't have an issue. 

The declining end is closer to the housing projects. As a rental or investment though you should be fine either way. There are also other cities such as Taylor, Romulus, Wayne and certain parts of the City which are top producers as well.

 In Royal Oak 6-12 months and you should be Golden!  I personally would wait until next Spring/Summer to push it on the higher end of the pinnacle.
