I think they are trying to protect themselves from a bad appraisal. These people are human and there’s no exact science to pricing a house. The method of comparing houses to come up with a fair price could easily error ten thousand one way or the other. Why not ask for a second opinion in the invest of a low appraisal. I feel like more context is needed to know the true motives here. It costs about 400 dollars to get another appraisal by the way... it would be hard to convince me to get you $1.30 for something that two professionals tell me is worth $1.20

If you would like a second opinion on value I'd be happy to look at the property. One of the biggest mistakes I hear is overestimated ARV. Also on that note if you'd like to see how the market is trending I can run a neighborhood report for you.

What type of price range? There are tons of neighborhoods that you can easily rent a property in. The demand for rentals on the entire west side where I work primarily is very high. I think you'd be better off listing areas to avoid than areas to target.  That being said the areas that I personally would avoid are simply because I think it would be a headache to deal with the tenant that I would expect to get in that area not necessarily that I couldn't find a tenant. Maybe some Indianapolis property managers could weigh in here.

I can vouch for Indianapolis having opportunity for cash flowing properties. There is quite a bit of competition among investors though. Properties under 200k go very fast. Let me know if I there's any questions you have about Indy. I can most likely help.

I can attest to the appreciation in the Indianapolis area. While looking at market stats today I noticed the average sales price is up over 9% compared to last year. This is across the entire MIBOR (central Indiana mls) service area. Some select areas obviously being much higher increases.
