Rental Permits and Out of State Property Management

I have a rental SFH in Raytown, MO that requires a rental permit. Part of the permit process is requesting a local agent or contact's driver's license. I have managed the property remotely for years. I have a list of the appropriate people/systems to service the property, so hiring a property management company does not make sense financially.

My question is, has anyone else run into this issue? Is the City of Raytown forcing out-of-state investors to have a local property management company? Is there a way around it?
