PA Sandy Tree Removal

My insurance company and tree companies I called gave me advice that I am not responsible for the leaning tree located in my property fell on the other property tree due to Hurricane Sandy.

But the staff who is working in my PA Abington and my neighbors stated I will be responsible for that. They said the trees were not well kept. But I never received any citation for the trees. I wanted to know who will be responsible for the leaning tree removal.
