Insuring a 100 year old apartment bldg

I'm working with a company who owns a small, 19 unit, senior and low income apartment building. The building is 100 years old, but solid with regular maintenance and updates. HVAC was updated this year. They are DESPERATE to find insurance and are striking out everywhere!! Any suggestions on companies that would be willing to insure without charging 30+ thousand a year?? Since they're low income/tax credit, they just don't make the kind of money needed to pay those huge premiums.

Located in eastern Oregon.
