Property insurance claims issue

Question, 

My insurance company, Frontline is denying some costs. The hurricane hit my property and did some damage and the wind blew off my entire fence. They are denying the 4k replacement cost because they are saying my fence depreciated 4k in less than 2 years, even though my property value has gone up. I'm planning on hiring an attorney or mediator, just not sure what to do for other routes to save money.
