Florida Home owners Insurance is so high!!

I would love to get people's thoughts and guidance on home owners insurance on Florida. I'm trying to buy a vacation rental/STR in the Florida Emerald Coast area. I've received insurance quotes from a broker on two different houses.

For one house (historic home), the quote was $14,000 annually which included flood coverage. 

Another house we are looking at is located 6 blocks off the beach (built in 1980). The insurance quote we received is $15000 that didn't even include flood coverage.

Are these quotes inline with what others are experiencing? With so many insurers leaving Florida it seems likely that these premiums will go up even more upon renewal. Is this situation likely to improve in the near term?

Appreciate any insight folks can provide.
