Is vacant non owner occupied a good seller list?

I have list from PropStream which is vacant non owner occupied. However most calls go straight to voice mail. And the ones that do answer aren’t interested in selling. So the question I have is my list not working and start a new one? Or should I go through the list completely then try to call the ones that go straight to voicemail the second time

I go through the list? I am not using a dialer I’m doing the cold calls manually. List has about 500 addresses.

Candidly,  Propstream provides great property data but their skip tracing isn't always fresh data. I agree that texting would be a great avenue -- even if you go about it manually. Folks tend to respond quickly to texts so you'll know where they stand quickly
