Wholesaling a rental property that needs work

A lady wants to sell me her house. It's on a good street in a not so good area. They want $15,000 for it. It's supposedly worth $40k. It's boarded up and needs about $15k in work but that's just me looking from the outside in. WHAT SHOULD I DO? Get it under contract? KEEP IN MIND I have a buyers list of 10 inner city buyers
