How does one vet an out of the country buyer?.

This gentleman contacted me to find a rehab property in a good neighborhood with decent schools. He wanted to spend up to 350k for the deal. It would be my first wholesale deal. I don't want to make a big mess of things. Yes I know, I'm not above mistakes but I could use some guidance on this one please.
