How does it work when u find a property that is boarded up but has a real estate agent sign in the yard can I make a offer and still assign the contract.

This probably applies double to #3
PS Check to see if the listing is still active. Sometimes signs get left on expired listings. Since the house is boarded no one is there to remove it.
