Wholesale a property with tax liens (reel it in or let it go)

Hello fellow investors,flippers,rehabbers etc.

I invest majority of my business in Washington D.C and i found two properties right next door to each other .in fair condition both needing well over 40-50k in rehab BUT. One these properties owes 69k in back taxes and the other in 119k in tax liens , One of the houses has buyers of their liens and the other doesn't

both have potential ARV of $230k should i let the one the that has more taxes owed on it go and pursue the less owed under contract
