1500 marketing budget

I have already sent around 350 yellow letters to absentee owners here in San Antonio and got a few calls of unmotivated sellers. I plan on spending around $1500 on my next set of mailings on marketing to find motivated sellers for potential wholesale deals. I want to get people's opinions on my next mailing. Should I send a bulk of 1000 handwritten yellow letters to lists of divorce, probates, and inheritance leads and probates? Should I spend some of my budget towards a website and implement Adwords to help attract motivated sellers?
