I need help with my Water List!

I just received my water shut off list from my county. There's over 1400. I'm not sure what to look for to qualify them for a mailing campaign. I know I don't want to contact the homes that are 3 million. I came across one that was an Estate of a deceased but they're already working with an agent and have a pending offer. Any other ideas on what to look for? I'm new to wholesaling. Thanks.

@Heather Johnson I get a ton of deals from a water list, you will need to look up each house on the list and week out the houses you dont want. The houses bought in the last 5 years, the houses that are currently listed for sale or for rent, the houses that are outside of your target price range etc. then you decide to either cold call or send direct mail(or both) to the owners. I would suggest that once you close a deal or 2 you hire a VA to do the research for you. Its very time consuming.
