Decoding A County Tax List

Hello All. Does anyone have experience outsourcing someone (on Fiverr or Upwork) to decode a Tax Delinquent county list? Seeking a referral to a reliable VA any of you all might have used.

I am in Dallas. I’ve received the digital list as a TXT file. It organizes into a huge excel sheet and they also provide a key to decode it but as you can see it’s tons of numbers.
