Seller won't let me look inside because its tenant occupied
Hi, I talked to a seller that wont let me even look in the house because of it being occupied. She said after I drive by we can sign the contract. Well, theres no way I'm doing that because who knows what the inside looks like. Comps in the area are pretty low as well and its an older house. What do you say to the seller? I told her over and over I'm not making an offer until I see the inside but she wouldnt go for it.

Since you posted in the Wholesaling forum, I'm guessing you want to wholesale this deal. That's probably exactly what she is worried about. If you we're going to buy, and this appeared to meet your criteria, you could sign a contract and then do a careful inspection. If something didn't pass muster, you could back out of the contract. If you're going to wholesale it, though, you'll be wanting to have the contract still open with contingencies even after you inspect it. And you'll be wanting to bring prospective buyers into the place.
If you're intention is to buy, and this looks like a good prospect, make an offer with an inspection contingency. I have bought a house (two, actually) without seeing inside until the contract was done. In one of case, we actually closed the deal without seeing inside, though we had been inside many years before and knew the place was now trashed.
If your plan is to wholesale then this probably isn't a good prospect.
