Home owner information trouble.

How do u get information on the homeowners of a house you want to Wholesaling. I tried looking online for the homeowners info online and I couldn’t find any. The house was badly burnt so I don’t think anyone lives there. I want to offer them a cash buyout, but I can’t figure out a next step.
