How to find listed owners

So I'm driving for dollars and came across a house that's been vacant for 4 years. Looked it up on the county website for listed owners. So there's two brothers that owns the home. One actually lives there w/ no utilities, I'm told by neighbors. Though the thing is he doesn't talk to NO ONE! Neighbors says, don't bother sparking a conversation. He's offered him a rain collection system and solar panels for lighting. The guy walks by him w/ no acknowledgement. My question is how do I go about looking for the other brother.
