Requesting Tax delinq records from county - Commercial use or no?

When I  send a FOIA request for tax delinquent records from county , it asks if this is for commerical use or personal use - I intend to mail to these people , should I say "commercial use"

i remember hearing in a podcast that this is not commercial use for some reason - but cant recall
