I am looking to start a property management business in the Philadelphia area. However, the most important element will be finding a list of non-owner occupied properties in Philadelphia and the surrounding five counties. Does anyone know of any software or services that do this automatically?

Yes MLS is a living, breathing database of this information. Part of the reason it costs real estate agents money to use.
