Phone number service given an address

Hi all, 

Any recommendations on getting updated phone numbers given an address? I was using Intellius but all the numbers were dead or very out  of date.

I've heard lexisnexis is a good resource but its only available to people in Law School...is that true? 

I would really appreciate any recommendation.
