When to offer when wholesaling

When you plan on wholesaling a property when should you offer a price to the seller?

Should I get the extra info from them about house layout, rooms, bathrooms, possible maintenance etc. on a phone call, and then find comps, calculate ARV and everything. Or should I attempt to figure all that out at first and and just offer on the first phone call?

There are several schools of thought on this.  So I'll give you my opinion.  Get as much info as you can by talking to the seller.  They want to sell the house.  So they will tell you everything that you need to know.  Very important to find out their motivation for selling.  The tax assessor info isn't the most reliable for comps.  You should have a Realtor do that.  There are plenty at the TREIA meetings.
