Should I even make an offer??

They say to make an offer on every house but what if it costs more to redo a property than the entire property is worth? Example: 660 sqft home in bad shape. The lot is only worth 5k. Back Taxes and fees are 5k. ARV is only 35k. Repairs would be about 20k. What type of offer could be made?
