I have my 1st property in baltimore city. It needs a full rehab and the owner owes 4k in taxes to the city. Do i disclose that to Investor or/and do i considered that when i price the property

@ned carey i have a property under contract. The owner out right owns the house but owns taxes on it. The  owner knows that the taxes owned will come out of their  proceeds as well. Im super new to this. Ive been researching alot and still learning. Please let me know any basics to get this deal done. I appreciate any advice. Thank you to all that replied.
