How else to find home owner information?

My county "had" online tax records. Their website they use for tax records is no longer working like it has been working all the other times. I cannot do much of anything without access to tax records because I need to locate homeowners name and mailing address. I don't have the time to go down to the courthouse to look through the tax records. How else can I locate property owner information without the tax records?
