Wholesaling a teardown

Any wholesalers successfully sold a contract or used transaction financing for a property where the highest and best use would be for the existing home be razed? 

I have spoken to many builders around my area that tell me they only make offers subject to obtaining building permits? Does this mean as the wholesaler you need to get the building permit?

At what point did you assign the contract? After or before obtaining a building permit? Or as soon as escrow was opened?

Would a wholesaler's buyer in these circumstances expect the wholesaler outlay the money and time necessary to obtain a building permit? Or would they take on the task?
