Who To Address In Yellow Letter? Owner or Resident

I've found several properties in my area that I want to mail a yellow letter to. When I pull up the owners information from the county records the owners address is the same as the properties address, but the current person living there is not the owner. So in my letter do I address the owner of the property or do I address the person living there and hope they will give the letter to the actual owner?
