Ugly Abandoned House - where can I find the owner??

Hello Everyone - I've had my eye on this scary looking house in my neighborhood in Southern California. I spoke to the mailman and he told me the wife died a few years ago and that the owner had a forward address for about a year. The mail was then being collected by the owner here and there but lately they have had to hold it at the post office for the last 4 months. I checked title and there shows no absentee address and no other indication of him living elsewhere. Also the property taxes are current. Any suggestions on how I can get in touch with this guy? He bought the home on or around 1988 for about 250k and FMV in decent condition would be about 730k. I'd like to offer about 550k and assign it. I'll take a picture of it tomorrow .. it's so ugly ... it's perfect :)
