Best states to wholesale real estate WITHOUT a license?

At this point, I really don't have the chance to go through the licensing process. As such, I need to only do wholesaling where I won't get in legal trouble for it. And yes, while I know that in theory you can do  wholesaling anywhere, going to court is a massive pain in the arse, and I don't want to chance it. What areas should I focus on (for virtual wholesaling)?
