Street addressing for mailers in houston tx

Hello everyone I recently purchased a p.o.box from the post office. After I did this I read an article on "street addressing" I read that you can now write your return address in a format using the physical address of the post office with the p.o. number after name of street. 

My question is does this apply to anyone with a valid p.o. from the post office?  Or is there a sepreate application or fee to pay in order to writs it this way? I'm preparing to send my first mailing and I don't want to waste envelopes and time.. any help with this would be great!
