In MA do wholesalers use non-circumvention agreements?

I've been reading other forums on this topic and it seems to be a split decision.  It was my understanding that it was standard procedure to use a non-circumvention agreement when wholesaling.  Is this not true?

If you have the property under contract, why do need a non-circumvention agreement?

If you don't have the property under contract, why are you trying to wholesale something you don't control?
