Is wholesaling illegal in the state of Georgia?

I've read so many different answers and I guess it just depends on the state. By wholesaling I mean putting the property under contract then finding a buyer and he pays a bit more while it's still at a discount for him to make profit if he decides to flip or keep it. I then would make the profit for whatever the difference is. I'm sure y'all know what I'm talking about. If there's a law that stated it if you could address where I could find it please! Just trying to build some capital until I have enough to flip and do more. Thank you!
