Should I have a purchase agreement with a seller prior to asking a buyer if they would be interested in a home? Does it just depend on the relationship you have with a buyer?

Yes.  That's your protection against the buyer trying to go around you.  Further, you really shouldn't be marketing a property you don't have in control.
