making offer on hoarder's house

Hi,

what's a typical starting point when making an offer on a hoarder's house?  and let's assume the worst case scenario in which the building will need a new...everything, except for studs.  how about offering land value or something below tax appraised value?

I did a flip past summer and was hoarder in house. Walls, ceiling, doors, most fixtures had been preserved because there was so much crap piled up over the years no one could walk thru the rooms. You just never know.
