REO wholesaling

I have a question regarding Fannie-Mae housing. I have read the multitudes of forums on wholesaling Fanni-Mae Home path properties, stating you can't assign the contract within a 30 day period, or if it is over 120% of the sale price. I am new to REI, but having read all these forum I am still unsure if assigning a contract via wholesaling is outlawed completely or as long as its under 120% of the sale price it is legal and easily accepted?

My standpoint is if you assign the contract to an end buyer for less than 120% of the sale price, and the end buyer keeps/upholds the 90-day holding period, will that be accepted?
