Wholesaling Probate Leads

My local courthouse does not give away the records for probates, because they deem that as being used for personal gains, which they say is illegal. However there is a database with limited info where you have to go through each letter of the alphabet with probates from the 90's to present day. Does anyone have any recommendations on how to get probate leads?
