Working with a real estate listing service? Does it make sense?

Hi all, I have been pouring through BP and many various other resources for about a year now in order to try my hand at wholesaling, and eventually rehabbing; I'm finally reached the point of action, but still have many questions. 

I am located in the Northern VA/DC area and came across this site www.herberthomes.com and was wondering if it made sense to find some good leads, get a house under contract, and pay a $250 fee to get the said house posted on the MLS? This is what is stated on the website:

3.5% Selling Service

The fee is $250 which includes the following services and benefits:

1. Market your house through the Multiple Listing Service, known as MRIS, and the Internet.
2. Provide you with a market analysis of your home.
3. Provide you with a lockbox and a for sale sign.
4. Also, if you procure your own buyer, you would not pay the buyer's agent commission.

Is it possible to do this with a house under contract? Would there be any benefit in helping me find cash buyers through this? Is this even advisable or should I just work on my own marketing? Are there any legalities I should know about if working with a self proclaimed "full service real estate firm"?
